Union publishes list of employers treating extra bank holiday as normal working day

More than 100 NHS employers in the UK are treating next Tuesday’s Diamond Jubilee as a normal working day – denying staff the normal Bank Holiday pay and time-off in lieu arrangements.

In a ‘name-and-shame’ exercise, Unite has revealed the names of 113 employers which are not properly recognising Tuesday’s celebrations as a Bank Holiday, as decreed by the government.

Unite reps have pinpointed a total of 113 employers which are not paying the nationally-agreed Agenda for Change pay rates; nor recognising the time-off in lieu arrangements.

Unite said that thousands of NHS employees will be hit by increased childcare costs on 5 June – and need the extra Bank Holiday payment to cover those costs.

The A-to-Z of ‘shame’ ranges from the Anuerin Bevan Health Board to the Yorkshire Ambulance Service.

Unite head of health Rachael Maskell said: “This snapshot survey reveals those employers that our members have told us about.

“We suspect that many more NHS employers in the UK are flouting the spirit and letter of the government’s decision to award 5 June as a Bank Holiday to mark The Queen’s Diamond Jubilee.

“We feel that the employers are behaving in a mean-spirited fashion in treating the Bank Holiday as a normal working day.

“Even at this eleventh hour, we call upon Health Secretary, Andrew Lansley and his counterparts in Scotland, Wales and Northern Ireland to instruct employers to honour the long-established Bank Holiday arrangements.

“This is going to hit thousands of NHS staff who will be maintaining the smooth-running of the health service without any acknowledgement from their employers of this special day, while millions of others will be enjoying the occasion.

“Those working on Tuesday will have to pay increased childcare costs – so this additional payment over the Bank Holiday is neither a recruitment-and-retention ‘sweetener’, nor compensation for not being able to wave your Union Jack, but to compensate for the real additional costs for working that day.”

Unite surveyed its reps across the UK to discover which trusts would be regarding 5 June as a normal working day, with staff not being paid the public holiday rates.

The Department of Health’s advice to NHS employers in England is that it was up to local managers to make the decision about time-off and pay for the Diamond Jubilee. In Scotland, Wales and Northern Ireland, NHS employers have decreed that staff will be get an extra’s day holiday, but the pay will be at the normal rates.

Unite had written to The Queen on behalf of its 100,000 members in the health service on this issue.
